Restrict Federal Government Powers

The Main Problem in the United States is the Hegemony of the Federal Government!

Why is the Federal Government making “We e People” do what they do not want to do?

How Can “We the People” curtail Federal Government Power?

  1. => Reduce Federal Government income by leaving tax money in the cities and states.
  2. => Compassionate Consumption Tax (CCTax)
    • 1/3 CCTax income  remains with cities
    • 1/3 CCTax income remains in states
    • 1/3 CCTax income goes to Federal Government
      • Additional Federal Funding from Paper Wealth Property Taxes (PWPT) and Paper Wealth Transition Taxes (PWTT)
  3. Eliminate Federal Mandates
    • Federal bureaucracies limited to setting standards and collecting data
      • reduce budget and size by 90%
    • State Governments are now in control of funds and policies
  4. Eliminate Federal payments to any individual citizen.
  5. Eliminate Direct Federal Enforcement personnel
    • EPA, SEC, etc must work through state law enforcement personnel

Thus the Federal Government will be involved in only Constitution Defined Activities

  • Defense
  • Homeland Security
  • Interstate Commerce

Congress and the federal bureaucracy have shown to be incompetent in a number of areas that are not granted to the federal government by the constitution.   More importantly, the task of members of congress has morphed from designing, enacting, and regulating laws that treat every citizen equally into the goal of “bringing home the bacon” to the citizens of their district.  The “bacon” approach seeks to benefit the citizens of their district at the expense of all other citizens.  In some sense, the “bacon” is pork, which empowers lobbyist and special interest while increasing the opportunity for members of congress to make decisions for personal gain.

Therefore, citizens must change the direction and the motivation of members of congress to put the interest of all citizens as their first priority.  Tea-publicans stress that the task of members of congress is to design, enact and regulate laws to make sure that every citizen equally, rather than dividing the citizenry into groups that gain special treatment.   The result of the equal treatment approach is that additional interest and funding must be re directed to insure that all citizens have the same opportunity for education and a job.   The opportunity to develop skills is fostered by Tea-publican Commitment No. 5.

Now on to the powers specified by the Constitution.   Congress has stretched a number of the principles of the constitution to enable control of many aspects of rules and regulations that should be the purview of the states.   The most egregious is the unfunded mandates in which rules and regulations, generated by federal bureaucracies are imposed on the states under the threat of withholding federal controlled funding.

The Tea-publican approach to limiting federal power is to minimize federal government tax income redistribution.   Tax income redistribution would occur through replacing personal income tax with the Compassionate Consumption Tax (CCT) and a Paper Wealth Property Tax (PWPT) and a Paper Wealth Transaction Tax (PWTT).   The CCT calls for the following allocation of CCT income:

  • 3 to cities where generated
  • 1/3 to the state where generated, and
  • 1/3 to the Federal Government

Note that the Federal government will receive all Paper Wealth Property Tax (PWPT) and all Paper Wealth Transaction Tax (PWTT). In addition, the Federal Government would receive the income from a progressive surtax on individual income of greater than 1 M$, paid by the entity funding the individual.   For example, Hillary Clinton’s Foundation would pay a 100% surtax on her annual income of $10M or 10 M$ to the Federal Government.

This redistribution of tax income results in several benefits for the citizen:

  • Federal mandates to the states are eliminated – The states already have the funds normally granted to the states if the states obey the Federal dictates
  • Federal bureaucracies no longer mandate and fund programs, but only develop guidelines and monitor state adherence to the guidelines. This reduces the size and budgets of the major agencies by 90%.
  • State governments now determine the policies previously defined and enforced by mandates from the Federal government.

For example, the Department of Education would be limited to setting guidelines and testing all students, using federal funding, and reporting the results to the states.  The states would be responsible for funding education and training programs with the majority of the funding now in the federal department of education being distributed to the states.   This approach to defunding and depowering federal agencies will limit the federal government to those powers ascribed by the states.

The most important change to government is to change the direction of funding.   Presently, the federal government sends funds to the states.  Tea-publican commitment no. 6, the consumption tax, taxes all purchases at 21 – 27 percent with no other taxes.    In the case of CCTax, the states would collect the consumption tax and send only 7 percent to the federal government.   In this case, the states will determine the powers that are delegated to the federal government, as once defined in the constitution.    Thus, the consumption tax is a better way to allocate tax revenues without pork, bringing home the bacon, and the standard Washington power.

Therefore, the powers of the federal government would be national defense, border security, interstate compatibility, and those specifically defined in the constitution.
